Swiftness Potion II increases your movement speed by 80% for 10 seconds with a 20 second cooldown. This recipe can be obtained with the "Running Wild" event that occurs randomly. Defeat enough of the required enemies and one will drop a recipe. The other enemies have special drops which give ingredients for it.
